On the 4th December, 1902, Messrs Leigh & Orange again deposited the same plan for my approval, but with amendments in red lines showing the concrete bed under the rails according to my requirements, which had been pointed out by Colonel Yake. This plan showed the entire surface between the two tracks centre pole construction.
In the case of ... to be laid, the precaution of submitting the plan to Government and calling attention to the extra width of concrete between the rails and to the width of the groove in the rails was considered would be a source of danger to ricksha traffic, if made as wide as it was shown!
Some correspondence then took place which seemed to establish beyond all doubt that Messrs Leigh and Orange were the authorized local representatives.
On the 24th December, 1902, a further letter from Messrs Leigh & Orange was received.

There were therefore cross-sections which had been deposited and approved beyond any possibility of doubt, so far as it was possible to arrive at such, which there is nothing here to show that the Tramway Co. accepted.
